we have ACT! 6.0 currently, but we want something thats all web-based for
remote operators to use as well

Automate salesforce activities? - Salesforce.com
Standard SME type marketing/sales? - Microsoft Dynamics?
Marketing management etc. - Right Now
Bigger more enterprise scale? - Maximiser, Onyx, Pivotal et al
Even bigger? - Siebel, SAP and many more no offer hosted solutions
Simple contact management should be able to be handled by any ASP offering.
Being a corporate bod I've never looked at open source crm so can't comment
on SugarCRM
