The Internet - "why and how" in Elementary Education Online?

I am a "techie" type person, but my sister is an elementary teacher (combined 3rd thru 5th - with a
co-enrollment program including hearing and hearing impaired students).

She has used computers in her curriculum for years (a lot of LOGO - but
other things as well), but they have just been connected to the internet.
She is taking a (so far unexciting) course on the internet in education. She
understands how it can be used as a "giant encyclopedia" but - so far -
hasn't seen many reasons for really incorporating it into her curriculum.

I have looked for a FAQ (frequently asked question) or other newsgroup or
web pages to give her some ideas, but so far haven't found any really good
starting places for her.

Can you suggest any newsgroups or web pages with "good" curriculum ideas
for using the internet in elementary schools? (She is NOT interested in
"worksheets" or that type of stuff.)

Their is a Java-based software product called eSchool Online that has won raves
from the educational community for the way it incorporates the Internet into
the framework of a school's existing curriculum. It is currently being used in
schools in places such as New York City, Georgia, Massachusetts, and
Philadelphia. Learn more by visiting http://www.actv.com. ACTV Net produces
