program that can help me with my debt or a low-income debt counseling
program that would be able to help me? out of my ssdi check i have rent

what am i to do? live out on the street or what. you tell me.
Generally speaking, disability checks are not garnishable.
Discover is under no legal obligation to accept less than the amounts it is
entitled to under the terms of your credit card agreement. In my experience,
most credit card companies would rather be SOBs in the matter than work out
reasonable payment arrangements with people who can't pay. They simply don't
care in the slightest that you can't pay other bills (including food and
rent).
Chapter 7 may be a good option for you. Speak with a local bankruptcy
attorney for more details.
